This is a 3-Pole Current Limiter used to protect circuit breakers from damage during high fault current conditions by limiting the let-through current before it reaches destructive levels.
It is installed in series with the circuit breaker in industrial switchgear panels, plugged into the breaker's line-side terminals to boost its interrupting capacity beyond its standard rating.
